TOKYO (AP) ? The second major typhoon in a month made its way out of Japan on Thursday after triggering landslides and floods that left at least 16 people dead or missing but sparing a crippled nuclear plant from major damage.

There had been concerns that Typhoon Roke could pose more problems for the Fukushima Dai-ichi nuclear power plant, which was sent into meltdown by the March 11 earthquake and tsunami, but officials said the plant weathered the storm without major incident.

Hiroki Kawamata, spokesman for plant operator Tokyo Electric Power Co., said several cameras set up to monitor the plant were damaged, but there had been no further leaks of radioactive water or material into the environment.

"We are seeing no problems so far," he said.

Police and local media reported 16 people dead or missing because of the storm, most swept away by rivers swollen with rains in the southern and central regions. One person died in a landslide in northern Iwate prefecture and two people were swept away in Sendai in the northeast.

The typhoon made landfall Wednesday afternoon near the city of Hamamatsu, about 125 miles (200 kilometers) west of Tokyo, and then cut a path to the northeast and through the capital before bringing new misery to the tsunami zone. It dumped up to 17 inches (42 centimeters) of rain in some areas, triggering landslides and flooding.

By midafternoon Thursday, the system had weakened to a tropical storm and had moved out to sea past Japan's northern island of Hokkaido, which was not hit as hard as the main island of Honshu the day before.

On Wednesday, hundreds of tsunami survivors in government shelters in the Miyagi state town of Onagawa were forced to evacuate for fear of flooding. The storm set off landslides in parts of Miyagi that already were hit by the March disasters. The local government requested the help of defense troops, and dozens of schools canceled classes.

Strong winds snapped power lines in many areas, and officials said more than 200,000 households in central Japan were without electricity.

Overnight in Tokyo, where many rush hour trains were suspended for hours, thousands of commuters got stuck at stations across the sprawling city and stood in long lines for buses and cabs.

Fire department officials reported three people injured in Tokyo, but other than the inconvenience of transportation gridlock and winds that made it difficult to walk around the city, the storm passed through without incident.

Heavy rains prompted floods and caused road damage earlier in dozens of locations in Nagoya and several other cities, the Aichi prefectural government said. More than 200 domestic flights were canceled.

A typhoon that slammed Japan earlier this month left about 90 people dead or missing.

Obama's deficit plan tightens squeeze on Medicare (AP)

WASHINGTON ? When it comes to health care savings, President Barack Obama's deficit plan borrows a familiar strategy from corporate America's playbook: cut costs or shift them to others.

Drug companies, hospitals, nursing homes and state health care programs assessed the damage Tuesday from the president's latest deficit-reduction proposal to Congress. While Medicare and Medicaid would be spared radical reengineering, the plan spreads plenty of pain. Future retirees would be on the hook for a greater share of their Medicare costs.

Still, some advocates for seniors and low-income people say the president's approach is preferable to GOP-backed ideas debated this year, from privatizing Medicare to letting the states run Medicaid without a federal guarantee that the poor would get needed care.

"This is a question of `compared to what?'" said John Rother, president of the National Coalition on Health Care, a research and advocacy group. "While it does hit Medicare beneficiaries, it's better than most of the alternatives we've seen thus far, which would involve bigger hits."

Obama promised Medicare beneficiaries that he'd veto any legislation asking them to sacrifice without also raising taxes on upper-income earners. But he didn't issue them a complete pass.

Instead, he's proposing to raise a range of costs for future retirees, while mostly shielding Medicare's 48 million current beneficiaries. Under the president's plan, starting in 2017:

_Upper-income beneficiaries would pay higher monthly premiums for outpatient and prescription coverage. Eventually about a quarter of all Medicare beneficiaries would be hit with the higher income-related premiums that only a small share of seniors now pay.

_Newly signed-up beneficiaries would pay a penalty if they also purchase private insurance that covers all or most of Medicare's copayments and deductibles. Administration officials say such insurance encourages over-treatment.

_New beneficiaries would pay a $100 copayment for home health services, unless they have just been discharged from a hospital or nursing home.

_New beneficiaries would pay a higher annual deductible for outpatient services. The so-called Part B deductible, currently $162, is indexed for inflation. It would go up by $25 for new enrollees in 2017, 2019 and 2021.

"You can't reduce the deficit without making some people pay more or get less," said Paul Van de Water, a senior analyst with the Center on Budget and Policy Priorities, which advocates for the poor. "If you think there should be no cuts in Medicare, anywhere, then this obviously goes too far. If, at the end of the day, you recognize that they have to make some further reductions, then these are about the best you can do."

Try telling that to the pharmaceutical industry. Obama's plan would cut their payments by $135 billion over 10 years, accounting for more than one-third of his total health care savings. The president wants drug makers to pay rebates to Medicare, along the lines of what they now pay Medicaid. The Pharmaceutical Research and Manufacturers of America says it would lead to the loss of thousands of jobs in the industry.

Hospitals and nursing homes, slated for a mix of cuts and efficiency measures, are also complaining. The American Hospital Association says if Obama's plan becomes law, hospitals and related businesses would lose 200,000 jobs by 2021.

Doctors also have reason to be concerned. Without endorsing any particular fix, Obama's plan assumes that Congress will address the main issue facing doctors: a scheduled 30 percent cut in Medicare payments next year due to a previous budget law gone awry. A solution being considered by congressional advisers would cut payments to specialists and freeze rates for primary care doctors.

Obama also wants to give additional authority to a new agency called the Independent Payment Advisory Board, which could force further cuts for medical providers.

All told, Obama's plan would cut Medicare by $248 billion over 10 years and squeeze another $72 billion from Medicaid. Some of Medicaid savings involve shifting costs to the states by rejiggering the federal payment formula and limiting a strategy currently used by states to draw more federal dollars.

Two leading organizations that supported Obama's health care overhaul law are expressing concerns about his latest plan. AARP says it could result in arbitrary cuts to Medicare. The liberal advocacy group Families USA says the Medicaid cuts could undermine coverage for the uninsured.

(AP) ? Flood victims camped out near inundated fields and crowded hospitals on Monday as authorities and international aid groups struggled to respond to Pakistan's second major bout of flooding in just over a year.

Monsoon rains since early August have killed more than 220 people, damaged or destroyed some 665,000 homes and displaced more than 1.8 million people in the southern Sindh province, according to the government and the United Nations, which Sunday made an emergency appeal for funding.

"First it started to rain, then water gathered here and there and later the floods came," said Mohammad Hashim, who was sitting by the side of a main road in Badin district. "We did not get any relief. We are helpless, with nothing left to eat. Where do we go?"

The road is the highest stretch of land in the area, and on either side the floods stretch for kilometers (miles).

Sindh saw similar scenes during last year's floods, which at their peak affected all four of the country's provinces and triggered a massive international aid response. While some districts in the region have been flooded out twice, many of the hardest-hit towns and villagers this year were unaffected in 2010.

The return of the floods is testament to the powerful penetration of the monsoon rains that envelop much of Asia at the end of summer. It also points to the limits of Pakistan's government, often blasted as weak and corrupt. During normal times, Islamabad officials are seen as barely helping citizens.

As the rain did last year, the floods are undercutting the legitimacy of the shaky government, which is widely disliked and struggling against Islamist militants, political turmoil and massive economic problems.

Mohammad Rafiq, an army soldier involved in rescue and relief work, said there was little coordination.

"The affected people have set up their tents where they felt it was suitable. There are so few dry and safe places available to them."

Thousands of people, flushed from their homes in some of the country's poorest villages, have made temporary shelters from bits of plastic, cloth and wood. Many had brought household possessions like beds and pots and pans with them. Some had brought their cows, which were tethered on the road.

The 52-bed Badin Civil Hospital was treating more than 100 patients.

Ameer Zadi said she had to carry her younger sister, Begum, on her back through the waist-high waters after she was bitten by one of the many snakes that have been disturbed by the floods. Begum was lying on a dirty bed with flies buzzing around. It was unclear whether the snake was venomous.

Elsewhere, 20-year-old Zubaida Ismail was recovering from a miscarriage that occurred when her house collapsed.

Six months pregnant, she lay bleeding in the remains of her home until an army boat appeared and took her to safety, then to the hospital, her sister said.

A doctor at the hospital, Rahim Rahimoo, said the situation there was "under control" but he was concerned about waterborne diseases and malaria, noting that the volume of patients was increasing daily.

In 2010, the floods followed the course of the River Indus and its tributaries from the foothills of the Himalayas to the flatlands of Sindh, where the river empties out into the Arabian Sea.

Many of the countries that helped out then, including the U.S., have mobilized again this year to assist victims.

The U.S. said it paid for food packages for 23,000 families and its local partners will soon begin handing out tents, clean water and other supplies. Japan and China have also pledged relief goods or money, according to the Pakistan government.

"The numbers (of affectees) are growing by the day and we would like to be able to reach as many people as possible with humanitarian assistance ... so hopefully they can return to homes and recover," said Stacey Melissa Winston, a spokeswoman for the United Nations.

A community forum on the proposal for a same-sex relationship register for Cairns Regional Council will take place on Wednesday night.

A deputation has been made to the council for lesbian and gay couples to have their relationships recognised on an official register.

The move was put forward by local community group, the LGBTI Alliance, as an interim measure for the council to extend the rights to same-sex couples as heterosexuals, and could see the region become one of the first in Australia to recognise lesbian and gay couples.

Queensland does not currently have a statewide register, which would provide equal legal entitlements for all couples. It is unclear what legal power the Cairns register would hold.

This open forum this week has been organised to allow members of the community to engage in an open discussion with the LGBTI Alliance, ask questions and express views in relation to establishing the register.

Lisa Golding, the council safe communities coordinator who has been allocated the task of consulting with the broader community and drafting the policy, will also be in attendance.

The forums will be held at Base Camp (HC/QAHC ? next to Bob Jane T-Marts on the corner of Mulgrave Rd and Draper Street) on Wednesday, September 21 at 6pm.

NTSB probes plane's tail in Reno air race crash (Reuters)

RENO, Nevada (Reuters) ? Federal investigators trying to determine why a World War II-era fighter crashed at a Nevada air race, killing nine people, said on Saturday they would focus in part on the plane's tail assembly.

A photograph of the modified P-51 Mustang in the seconds before it slammed into an airfield at the 48th Annual National Air Championship Races on Friday afternoon appears to show a component of the plane's tail section falling off.

"We have seen the photos and the video and clearly that is one aspect of this that will be investigated intensely," National Transportation Safety Board member Mark Rosenkind said at a press briefing.

"Clearly that is a focused area for us to look at," Rosenkind said, adding that parts of the tail section had been recovered from the crash site, which left a 3-foot deep crater on the tarmac of Reno Stead Airport.

Seven people were killed at the site when pilot Jimmy Leeward slammed the sleek silver fighter plane, which was dubbed "The Galloping Ghost" in the 1940s, into a box seat area in front of the grandstand.

Leeward, a 74-year-old real estate developer who was well known in air racing circles and had worked as a stunt pilot in movies, was among the dead.

A total of 54 other people were transported to area hospitals, where two died of their injuries, Evans said.

Astronaut Mark Kelly, husband of wounded U.S. Rep. Gabrielle Giffords, had been scheduled to fly in a P-51 Mustang in the Reno air show on Saturday, a Giffords spokesman said.

Kelly was in Reno the day of the deadly accident, but Giffords spokesman Mark Kindle said he was going back to Houston after the plane crash resulted in the cancellation of the races, originally scheduled to run through the weekend.

Giffords was shot in the head during a meeting with constituents in Tucson, Arizona in January in an attack by a gunman that killed six people.

The NTSB investigation in Nevada began on the same day that a vintage plane crashed in a fireball at a Martinsburg, West Virginia air show, killing the pilot.

NTSB TO PROBE RACE SAFETY

The incidents raised questions about the safety of air shows and races, and Rosenkind said investigators would evaluate the Reno Air Races to see if proper safety protocols were followed.

On August 20, the pilot of an aerobatic airplane died in a fiery crash in front of onlookers at a weekend air show in Kansas City. The following day a wingwalker fell to his death at an air show near Detroit as he tried to climb onto a helicopter in midair.

But proximity to the planes is clearly a draw for the annual Reno race, which advises on its website, "Always remember to fly low, fly fast and turn left."

Mike Draper, a spokesman for the races, said the planes sometimes fly at high speeds "about 50 feet off the ground and it's an exciting, exciting sight."

The thrill has been a deadly one on occasion, with the nine deaths on Friday marking 28 people killed in the history of the race, flown every year in Reno since 1964, Draper confirmed.

Reno Mayor Bob Cashell told reporters this year marked the first time that spectators had been killed, saying that past fatalities had been limited to pilots.

In an interview for the May issue of Sport Aviation magazine Leeward, who bought the plane in 1983, described the modifications he made to the fighter, saying he had trimmed the wings by 10 feet, among other things.

The magazine said it was built during World War II and named after Chicago Bears running back Red Grange, who went by the nickname "The Galloping Ghost."

Asked by the magazine how fast his plane could go, he said: "There are some things you never tell the competition and that's one of them. But it's fast. Really fast."

A website for Leeward Air Ranch Racing Team features pictures of "The Galloping Ghost" and says such planes can race at more than 500 miles per hour.

"These (pilots) are always on the edge knowing one wrong move, in one split second, could mean the end," the site says.

By Saturday afternoon, makeshift memorials had sprung up at the airfield north of Reno, including flowers and tiny white, wooden crosses memorializing the dead.

A wooden sign leaning against a fence read: "To the men, women, and children who lost their lives on 16 September 2011 you're in God's hands now. Rest in peace. galloping ghost #177 clear for take off ... fly to the angels."
