Mayor: Montgomery crime at 20 year low

MONTGOMERY, AL (WSFA)-

Montgomery Mayor Todd Strange and other city leaders are touting new figures that show crime in the state's capital city at a 20 year low.

There were a lot of high profile crimes that made headlines in 2011 including the Oak Park shootings, the Island Lounge?shootings and the shooting at an?East Montgomery postal facility, but city leaders say overall, crime statistics show a record low in criminal activity?for the 2011 calendar year.

The statistics include burglary, homicide, thefts and many other criminal acts. It's important to note that while there is a downward trend in most areas, one area saw an increase: Criminal homicides.

Last year there were 31 homicides in Montgomery, and Mayor Strange said there is a lot of work to be done to decrease that rate in 2012. Arrests have been made in 71 percent of the cases (22 of 31).

In comparison, Birmingham had 55 homicides with arrests in 38 percent of those cases.?Mobile had 37 homicides with only 21 percent resulting in arrests so far.?

Police focus on missing women in UK murder investigation

Police trying to identify the body of a young woman found on Queen Elizabeth II's Sandringham estate say they are focusing on cases of women who have gone missing in recent months.

A spokesman said Wednesday that more information about the murder mystery should be made available in the afternoon.

DNA samples are expected to provide some vital clues.

The body was discovered on New Year's Day in a forest three miles from the queen's house. Police say the body had been there for between one and four months.

British newspapers have focused on several missing women, but police say they cannot speculate about the woman's identity.

The queen and her husband, Prince Philip, were in residence at the estate when the body was found.

Britain's Prince Philip attends church (AP)

LONDON ? Britain's Prince Philip has joined the rest of the royal family to attend their traditional New Year's Day church service.

Queen Elizabeth II's 90-year-old husband was admitted to the hospital just before Christmas with chest pains and underwent a successful coronary stent procedure.

He missed the Royal Family's traditional Boxing Day shooting party on Monday at the queen's private Sandringham estate in Norfolk, an event he usually leads, but appeared cheerful as he arrived at Sandringham church Sunday morning. The queen arrived by car, but Philip walked the 400 meters (yards) from the house to the church.

Around 300 members of the public gathered outside the church to wish the royal family well.

Qatargas Adds Technology to Offshore Radio Communications ...

Fern Communications Ltd reported that for the first time its FRX-1 radio repeater has undergone field trials conducted offshore Qatar. The outstanding performance of Fern Communications? radio technology for Qatargas led the company to purchase FRX-1 radio repeater systems as part of its standard suite of radio communications equipment for use offshore.

Communications hindered by steel structure of condensate tanker

Recently, Qatargas contacted Fern Communications with an offshore communications problem they hoped the FRX-1 might help them to solve. It seemed that while loading condensate from the various natural gas condensate fixed point mooring (FPM) outlets offshore, it was necessary to position the bow of the tanker directly in front of the FPM. unfortunately, the radio communications signals used while carrying out these manoeuvres was repeatedly attenuated by the steel structure of the tanker, which lies within the line of sight between the bridge of the vessel and the FPM, located at sea level. this was causing the radio signal to break down, making communications between the bridge and vessel crew haphazard at best. Because radio communications are essential to timely and accurate communication of the tanker?s position in relation to the FPM, it is extremely important that the radio signal remain strong.

Radio contact unbroken for first time

In an effort to provide uninterrupted radio communications between the bridge and the crew, Qatargas welcomed Fern Communications? offer to test the effectiveness of the FRX-1 onboard a tanker while normal loading operations were being carried out.

During a four-day period, the Fern Communications team worked with members of the crew onboard a condensate tanker to demonstrate two FRX-1 units, both UHF and VHF. By positioning the FRX-1 unit at strategic points on the vessel, the radio signal was able to travel from one crew member?s radio around the steel structure to the receiving crew member?s radio. Throughout the entire period, the Qatargas crew experienced uninterrupted radio communications while loading operations took place.

?For the first time ever, we experienced uninterrupted radio communication, so we were extremely impressed. before the trials, we were dubious, if only because we simply did not know that the technology existed that could really solve the problem,? said Rajkumar Koodali Tazathveetil with Qatargas. ?The FRX-1 proved time and again that the radio signal could be reliably maintained, which convinced us to invest in units for our crews to use offshore. With the FRX-1, we are confident that positioning of our condensate tankers will be more precise and efficient, in addition to providing the crew with greater overall communication and safety onboard,? he added.

Radio repeaters become part of offshore communications equipment

Based on the positive performance of the FRX-1 radio repeater, Qatargas has already purchased units to serve as a standard component of its onboard communications equipment.

Qatargas is in active discussions with Fern Communications about adopting the system for use across all operations, both on and offshore. To build upon its success in Qatar, Fern Communications is in the process of appointing a distributor to serve the needs of operators and service companies throughout the country.

AU summit to declare fate of Libyan assets in East Africa

Although the US, UN and European Union lifted sanctions against the North African country, nearly three months ago, its assets held under the Libyan African Portfolio remain the subject of local restrictions in many host countries.?

The fate of Libyan investments in East Africa and other African countries, frozen at the height of the revolution that toppled former leader Muamar Gaddafi, depends on the outcome of the African Union Heads of state Summit that convenes in Addis Abba, Ethiopia in January.

Although the US, UN and European Union lifted sanctions against the North African country, nearly three months ago, its assets held under the Libyan African Portfolio remain the subject of local restrictions in many host countries.

Following the imposition of UN sanctions, Uganda which plays host to a number of Libyan enterprises moved to take control of them and has been slow to revert management to the transitional authority in Tripoli even though the sanctions were lifted in October.

In contrast to Rwanda and Uganda which froze Libyan assets, Kenya opted to protect them without taking control. Kenya?s Foreign Affairs Minister Moses Wetangula said at the time? Kenya did not freeze Libyan assets following the UN Security Council resolution because ?we cannot trace any Libyan investments in Kenya to Gaddafi, his family and other people covered by these sanctions.?

Mr Wetangula said the Libyan property is protected and would be transferred to the new government upon stability.

Uganda froze Libyan assets worth $375 million in March, 2011, in line with a U.N. resolution imposing sanctions on the North African country. A month later, Rwanda followed suit.

Uganda says it is awaiting AU recognition of the new authority in Libya before negotiating the modalities for return of the assets.
?As long as the AU recognises a new broad based government, we shall automatically be bound to it and transfer the businesses and investments,? Mr. Henry Okello-Oryem, Uganda?s state minister for foreign affairs said Tuesday.

Mr Oryem said official recognition of the newly created Libyan government is expected to be announced at the AU Summit in January.

AU first recognised the National Transitional Council (NTC) in September as representative of the Libyan people in the formation of a transitional government that will occupy the Libyan seat at the AU.

Wafik Shater, the new Board Chairman of the LAP, was in Kampala a fortnight ago to negotiate the freeing of Uganda telecom from the ban.

?We are a subsidiary of LAP which has seen sanctions on it lifted and we seek the same treatment like our parent company,? Mr Wafik said.

Under the late Gadaffi, through the Libyan Africa Investment Portfolio invested into Uganda?s agriculture, hotel, health, infrastructure, construction, food and finance sector.

Libya has interests in the National Housing Corporation, Soluble Coffee Plant, Tropical Bank, House of Dawda, Uganda Pharmaceuticals, Uganda Telecom and Lake Victoria Hotel Entebbe and the construction of an oil pipeline.

Libyans own 49 per cent in the National Housing and Construction Corporation with shares worth $21.1m in developing the housing projects at Lubowa housing estate along Entebbe Road and Naalya housing estate.

In 2007, the North African nation concluded an agreement with Uganda Coffee Development Authority (UCDA) to partner in a joint venture to construct an $11m Soluble Coffee Plant that would add value to Uganda?s coffee and at the same time comply with European Union standards.
